Are there any formal entry requirements for this course?

There are no formal entry requirements for the CPP40521 Certificate IV in Strata Community Management.

You should have sound language, literacy and numeracy skills, and have access to a reliable internet connection and a desktop or laptop computer with a webcam. There are no age requirements to enrol in this course, but you must be at least 18 years old to apply for BLA registration after completing study. You’ll also need a Unique Student Identifier (USI), which is free and takes only a few minutes to create.

If you’re completing the course to meet Victoria’s education requirements for owners corporation managers, we recommend confirming your obligations with Consumer Affairs Victoria before enrolling.

What units will I complete in this course?

The CPP40521 Certificate IV in Strata Community Management covers the skills and knowledge required to administer owners corporations, including facilitating meetings, implementing management agreements, coordinating repairs and maintenance, administering insurance, preparing budgets, handling funds held in trust and managing disputes. As of 30 June 2027 certain agents currently working in Strata must have completed 5 units from the core units for CPP40521.
You must complete the initial training if you are:

a manager who is registered as an individual, or
an officer in effective control (OIEC) who is in charge of the day-to-day operations of an owners corporation management business of an OC management business.

Entry Education’s Certificate IV in Strata Community Management course applies to individuals new to the strata management industry, as well as registered owners corporation managers and officers.

For prospective owners corporation managers

The CPP40521 Certificate IV in Strata Community Management course covers the core skills and knowledge required for strata management. These include:

facilitating committee and general meetings
coordinating repairs and maintenance of common property
administering insurance and budgets
handling trust funds
managing disputes between owners and tenants

The Certificate IV in Strata Community Management is the minimum qualification for owners corporation manager registration with the BLA from mid 2027 onwards. Obtaining the qualification now ensures that you meet this requirement before entering the sector.

For registered owners corporation managers

Under the Owners Corporations (Education) Regulations 2026, managers registered as individuals and officers in effective control (OIEC) of an owners corporation management business must complete five core units from the Certificate IV in Strata Community Management by 30 June 2027.

Completing the full Certificate IV satisfies the five mandatory units and covers the remainder of the qualification at the same time. Annual continuing professional development becomes a condition of maintaining your registration from 1 April 2028, and the activities determined by the Business Licensing Authority will include written assessments.
